Julie Perkins Duley, age 83, of Bel Air, Maryland, passed away peacefully on Saturday, July 4, 2026.

Born in Baltimore, Maryland, Julie was the beloved daughter of the late Martin Edward Perkins, Jr. and the late Julia Lee (Seward) Perkins. She was the devoted wife of John C. "Jack" Duley, Jr. Together they shared a remarkable life, and she looked forward to celebrating their 62nd wedding anniversary on August 8, 2026.

Julie lived a life filled with love, service, and countless talents. Her family was always at the center of everything she did. An accomplished seamstress, she lovingly made many of her own clothes, created beautiful outfits for her daughter, Alice, and even sewed colonial costumes for her children. She had a lifelong passion for helping others and generously taught swim lessons through the Red Cross while also donating platelets to support those in need.

Julie embraced many interests throughout her life. She served as a Girl Scout Leader, was an enthusiastic cheerleader during high school, and enjoyed playing softball, basketball, golf, and tennis. She was an avid reader who loved spending peaceful days relaxing at the beach, a place she cherished throughout her life. She was also a successful Lhasa Apso breeder, proudly showing her dogs in competitions, including earning a fourth-place finish at Madison Square Garden.

Professionally, Julie served as Past President of the Harford County Board of Realtors, where she was respected for her leadership and dedication to her profession.

A devoted sports fan, Julie enthusiastically supported the Baltimore Ravens, Baltimore Orioles, Maryland Terrapins, and the United States Naval Academy teams. During her time as a resident at Viva Assisted Living, her wonderful sense of humor earned her the community's "Comedian Award." She became affectionately known for her memorable "Julie-isms," especially her favorite expression, "P & P – Perfect and Precious," a phrase that reflected her optimistic spirit and the love she shared with everyone around her.

Julie was preceded in death by her father, Martin Edward Perkins, Jr., and her mother, Julia Lee Perkins.

She is survived by her beloved husband, John C. "Jack" Duley, Jr.; her daughter, Alice (David) Owen; her son, John C. "Jay" (Susan) Duley III; her grandchildren, Will, Sarah, Katherine (Andrew), Emily, Brenna, J.T., and Jack; her great-grandchild, baby Colter; her sister, Nancy Brockmeyer; her brother, Martin "Scooter" Perkins; as well as many extended family members and dear friends who will cherish her memory.
