Joan Ann Halligan, age 90, of Bel Air, Maryland, passed away peacefully on Thursday, April 16, 2026.

Born in Baltimore, Maryland, Joan was the beloved daughter of the late Sidney D. Raymond and Mary Goldie (Cartzendafner) Raymond. She was the devoted wife of the late Richard Henry Halligan Sr.

Joan was a faithful homemaker who dedicated her life to caring for her family, raising not only her children but also helping to raise many of her grandchildren. Her family was truly her life. She was deeply involved in her church activities and found joy in simple pleasures such as bird watching and gardening.

In addition to her parents and husband, Joan was preceded in death by her son, Rick Halligan Jr., and her daughter, Beth Walsh.

She is lovingly survived by her children: Dawn Cumby, and Timothy Halligan. She is also survived by her cherished grandchildren: Samantha Cumby, Rachel Cumby, Shawn Halligan, Justin Halligan, Bobby Walsh, Michael Walsh, Kevin Walsh, Timothy Halligan, and Chrissy Halligan; as well as four great-grandchildren. Joan’s legacy of love and devotion to family will be carried on through them.
