Born in Jarrettsville, Maryland, he was the son of David Samuel and Winnie Fay (Pennington) Taylor and husband of the late Elizabeth Agnes Taylor (Connors). His favorite job was serving on the Baltimore City Police Department for 16 years before being injured and retiring from a medical disability. Growing up he loved spending time hunting with his father. Above all, he loved NASCAR racing, he and his son, Jerry, would take yearly trips to watch the race cars battle it out at racetracks along the east coast.

William is survived by his son, Jerome Taylor of Forest Hill and his wife, Darlene; five grandchildren, Kyle, Jessica, and Jacob Taylor, Fernando Torres, Jerome Torres and his wife Pam; and brother, Malcolm Taylor and his wife, Betty.
